Biography
Charles joined BCI as Head of Funding in January 2025. BCI manages $251.6 billion and provides investment management services for British Columbia’s public sector.
Before joining BCI, Charles gained 20 years of experience in capital markets funding. He has participated in industry initiatives including the IIAC Repo Committee, CASLA, and GPFA. In 2023, he was asked to co-chair a bankers’ acceptances working group established by the Bank of Canada under the Canadian Fixed-Income Forum to support CDOR cessation.
Charles supports Outside Looking In, The Children’s Book Bank, SickKids Hospital, and United Way Greater Toronto. He graduated from McGill University and holds an MBA from the Rotman School of Management.
